CEFR Level C2
C2 is the sixth and highest level of the Common European Framework and the upper Proficient User level. Its informal name is Mastery.
What C2 actually means
A C2 speaker can understand with ease virtually everything heard or read. They can summarise information from different spoken and written sources, reconstructing arguments and accounts in a coherent presentation. They can express themselves spontaneously, very fluently and precisely, differentiating finer shades of meaning even in more complex situations.
What C2 is not
C2 does not mean "native speaker", and the framework does not say it does. This is the most persistent misunderstanding about the scale, and it runs in both directions:
- Many highly educated native speakers would not pass a C2 examination without preparation, because the examination tests summarising, register control and precision under timed conditions — skills that are taught, not inherited.
- A C2 certificate holder may still have an accent, gaps in idiom, or unfamiliarity with regional varieties. None of that is what the level measures.
C2 describes what a person can do with the language, which is the design principle of the whole framework. It is a ceiling on the scale, not a claim about origin.
What it is worth in practice
- Academic and professional. Translation, interpreting, editing, publication, teaching the language itself, and senior roles where precision carries consequences.
- Teaching. For a non-native teacher of a language, a C2 certificate is the credential that settles the question before it is asked.
- Study. Exceeds the requirement of essentially every institution, which is why relatively few people take it for admission purposes. People take C2 because they want the ceiling.
Certificates at C2 with staying power
- English — C2 Proficiency, the Certificate of Proficiency in English, first introduced in 1913. It is the oldest examination in the Cambridge suite — the first one the organisation ever developed — and among the oldest language certificates still in use anywhere in the world. It was substantially revised in the late 1990s with the revised version launched in December 2002. A certificate with a continuous history of more than a century is the strongest possible answer to the question of whether a credential will still mean something in twenty years.
- Spanish — DELE C2, Instituto Cervantes.
- French — DALF C2, French Ministry of Education. Lifetime diploma.
- German — Goethe-Zertifikat C2: Großes Deutsches Sprachdiplom, Goethe-Institut.
- Italian — CILS Quattro C2, CELI 5, PLIDA C2.
How long it takes
Estimates past C1 become unreliable and most published figures stop there. Reaching C2 generally requires years of sustained use in the language — reading widely, writing for readers, working in it — rather than a countable number of class hours. It is the one level that cannot really be bought as a course.
Where to go next
Nowhere on this scale; C2 is the top of it. The remaining direction is sideways, into registers — business, legal, medical, religious, technical. A C2 speaker is a beginner in any register they have never worked in, which is the point made at Language Registers Business Religious and Trade Language.
